About the Allora Walking Network Plan


Southern Downs Regional Council is reviewing the town’s walking network to inform the Allora Walking Network Plan – an aspirational document that will set out the long-term vision for a more accessible, better-connected town.


What is a Walking Network Plan?

A walking network plan (WNP) is an aspirational, strategic vision that guides how walking can become safer, easier, and more enjoyable across the community. It maps out key walking routes, missing links, and opportunities for improvements that are identified through data analysis, community input, and on-the-ground assessments.

Importantly, a walking network plan is not an immediate works program. Instead, it provides a long-term framework to guide future decisions and funding sources, helping Council prioritise potential projects over time. This approach ensures that when funding becomes available, improvements are targeted where they will have the greatest impact.

The plan also strengthens Council’s ability to seek external funding through clear identification of community priorities, project benefits and long-term planning.

Why are we creating a walking network plan?

Walking is a great way to exercise and experience everything our townships have to offer. That’s why it’s important to keep our region safe, accessible and connected. The Allora Walking Network Plan will be a key strategic document that will better help Council identify potential future footpath work priorities and funding sources.

By gathering community feedback, Council aims to build a plan that is catered to community needs and utilises the knowledge of Allora’s residents.

What will drafting the plan involve?

Council will be completing research on the existing footpath network and key pedestrian travel routes in Allora, which will include:

  • a desktop audit and in-person walk through of existing paths and priority routes
  • an in-person workshop with relevant community groups
  • feedback collected from the community online, in-person or via email

This process aims to identify potential areas for future upgrade and maintenance, and key locations to investigate potential future infrastructure like seating and rest areas, drinking fountains, shade structures, toilet blocks, pedestrian crossings, path lighting and more.

Once the process is complete, Council will draft the Allora Walking Network Plan, which is expected to be available from mid-2026.

What is not included in a Walking Network Plan?

A walking network plan is the long-term vision for local walking systems, used to better inform future priorities and investments.

As such, a walking network plan does not include things like:

  • immediate works or funding commitments
  • road improvements
  • maintenance schedules
  • bike routes

These items are identified and managed through various other Council plans and programs.

How will my feedback be used?

Through your feedback, Council aims to learn how people currently use the walking network, understand the issues and priorities that matter most to the community, and identify areas that should be explored for future improvement.

Community responses will guide the finalised Allora Walking Network Plan through local knowledge that informs priorities in safety, accessibility and enjoyment.

Suggestions for the Allora Walking Network Plan will be accepted from Monday 17 November to Friday 12 December 2025.


Council was particularly interested in learning about:

  • Areas requiring repair or upgrade
  • Safety improvements or concerns
  • The routes you take most often
  • Accessibility for everyone – e.g. access for mobility aids, prams, or vision impaired

  • Seating and rest areas
  • Drinking fountains
  • Shaded structures
  • Pedestrian crossings
  • Path lighting
